    首相への中間報告 Mid-term review meeting with the Prime Minister

    首相フェローとしての任期が半分を切ったので、GNH委員会長官に首相との中間報告ミーティングを今月中に持てないか先週相談したところ、今朝長官から電話で「今日17時にミーティングが入った」との知らせ。「今日!?」と焦ったけど、何とか簡単な報告書も用意して首相オフィスにお伺いしました。
    Since my 1-year term as Bhutan Prime Minister's Fellow has passed more than a half way, I asked the Secretary of GNHC (Gross National Happiness Commission which support my fellowship) to set up a meeting with the Honorable Prime Minister. Fortunately I got his time on March 8 to update on my work.

    これまで半年で従事してきた仕事を報告。
    貧困層の金融サービスへのアクセス改善(Access to Finance)のために、(1)政策レベル、(2)供給レベル、(3)顧客レベルの3つのレベルでプロジェクトを実行しています。
    I work at RMA, Royal Monetary Authority, the Central Bank of Bhutan, to promote Financial Inclusion (in other words, improve Access to Finance among underserved population) at 3 levels: 1. Policy level, 2. Supply level, and 3. Demand level.

    (1)政策レベル Policy Level
    まずは、Financial Inclusion(金融包摂)政策。
    First of all, I helped drafting Financial Inclusion Policy (FIP).

    銀行、NGO、省庁などステークホルダーとの幾度ものミーテイングを経て、ようやく政策文書が最終版に近づきつつあります。
    政策が改善しようとしている根本的な問題は、「特に低所得者層と地方部において、適切な金融サービスへのアクセスが限られていること」。
    After several meetings with key stakeholders, FIP is in the final draft. The core problem FIP is trying to solve is "Lack of access to a range of appropriate financial services in particular among low-income people and in remote rural areas."

    先日出張でサムツェ県という貧困率の高い地方に行きましたが、インタビューをしたほとんどの人々が銀行口座を持っておらず、銀行のローンへのアクセスもありません。しかしニーズがないわけではなく、食糧が不足する季節に村の高利貸しから、月5%から時には10%の高利でお金を借りていました。彼らの世帯収入が年収にして5万円~10万円程度であることを考えると、この高金利は「適切」とは言い難いものがあります。
    I visited Samtse, one of the poorest regions in Bhutan, where most of villagers I interviewed had no access to formal savings and loans. However, they have needs for these products. Many of them borrowed from local moneylenders during summer when they lack cash income due to lack of harvesting. The interest rate is 5-10% monthly, which is very high considering that their household income is around 500-1000USD.

    政策が目指すゴールは、「持続可能で公平な地域間開発を通じた貧困削減という政府目標に資する、包含的な金融システムの開発を促進すること」です。
    The goal of FIP is to "Foster the development of an inclusive financial system that contributes to the Royal Government’s goal of poverty alleviation through sustainable and equitable regional development."

    そのゴールの達成のために、政策文書は「基本指針」「戦略」「行動計画」などを明確にしています。
    「基本指針」の例を挙げると、「金利の上限は規制すべきでない」というものがあります。
    これは、日本の消費者金融に金利規制がかかったことなどを考えると、意外に思う方もあるかもしれません。
    マイクロファイナンスを考える際には、金利とアクセスの関係を慎重に考える必要があります。政治家は人気取りとして「金利は低くすべき」と言いがちなのですが、金利に上限規制をかけると、山の奥など行くだけでお金がかかる地方部へは、コストが回収できないため銀行やNGOは手を広げることができないのです。結果として地方部のアクセスは限られたままになり、人々は高利貸しに頼るしか選択肢がなくなります。
    銀行(年利10~14%)より多少高い金利(年利20~30%)でNGOにローンを提供してもらう方が、高利貸し(年利60~120%)にしかアクセスがない状態よりも貧困層には資するのです。
    この点については、首相も賛同してくれた様子。
    To achieve the goal, the draft FIP elaborates on Guiding Principles, Strategies, and Action Plans.
    One of the Guiding Principles say: Interest rate ceilings can damage poor people’s access to financial services. It is a bit counter-intuitive to people who believe interest rates need to be as low as possible for poor people. From other countries' experience, setting interest rate ceilings will hinder access to finance because Microfinance Institutions (MFIs) cannot expand outreach because they cannot cover their operational cost. In such a situation, poor people in rural areas' only option is to rely on local informal moneylenders which tend to charge much higher interest rates.
    It seemed the Prime Minister agreed that access was more important than interest rate ceilings.

    (2)供給レベル Supply Level
    供給レベル、言い換えれば金融サービスの提供者のレベルでは、マイクロファイナンス機関とEマネーに関する規制立案を行っています。
    ブータンでは現在銀行以外のプレーヤーが金融サービスを提供する際の規制が整備されていないので、他の国で発展しているようなNGOベースのマイクロファイナンスや、もしくは携帯を使ったモバイルバンキングはほとんど存在していません。
    規制案がかなり出来上がってきたので、RENEWやタラヤナ財団のようなNGOがマイクロファイナンスを提供したり、BモバイルやTashi-Cellのような携帯キャリアがモバイルバンキングを提供することが近いうちに可能になります。
    At Supply level, I helped drafting regulations on MFIs and E-money issuers.
    Bhutan has not seen MFIs, Mobile phone banking and agent banking. These alternative delivery channels have a big potential to improve access to finance in remote areas.

    (3)顧客レベル Demand Level (Customer Level)
    しかし、いくら政策や金融サービスインフラが整備されても、貧困層がそれらを使うのを不安がったり怖がったりしているままでは、金融へのアクセスは改善されません。
    そこで、人々の金融リテラシーを改善する取り組みも必要になります。
    However, even if the policy and infrastructure is well developed, people with low financial literacy may be reluctant to use new services. Therefore it is important to raise financial literacy and capability.

    いくつかプログラムを実行しているのですが、一つはテレビでの連続ドラマの制作。
    12週連続のドラマで、恋愛や家族の問題などを取り込みつつ、さりげなく金融の問題も取り込みます。例えば、コツコツ貯金をした主人公がビジネスで成功して、見境なく借金をしまくった友人が困難に直面する、など・・・。
    今日長官が、「金融だけじゃなくて、GNHの考え方(家族の大切さとか)もドラマに取り込もう」と提案してくださったので、それもできる限り反映させます。
    先日やっと地元の制作会社と契約にこぎつけたので、脚本や撮影が始まるのが楽しみです。
    One of the interventions RMA (central bank) is planning is TV Soap Opera serial.
    12-week serial will cover romance, family and friend issues, but also financial matters. An example plot could be that the main character becomes a successful businessman by saving diligently, and his friend gets into trouble by borrowing too much.
    GNHC Secretary proposed that not only financial concepts but also GNH concepts should be included. I will incorporate his suggestion.

    We are also creating a comic book on money to be read by children.

    上記のページは、主人公ドルジの父親が高利貸しから借金をしてはアルコールとギャンブルにお金を使うので母親の堪忍袋の緒が切れてしまった、という場面です(笑)
    もちろん日本のマンガと質は比べられませんが、ブータン人の若い芸術家が頑張って描いてくれているので、こちらも完成が楽しみです。

    さらには、クエンセルというブータンで購読者数1位の新聞が毎週土曜日に発行するK2という小雑誌にも、金融の基礎知識を広めるための連載をしています。
    Furthermore, we write an article to explain basic financial concepts at a weekly magazine called K2 issued by the biggest newspaper in Bhutan, Kuensel.

    上の週は、お金に関する計画がないと苦労するよ、という話。

    次のステップとしては、教育省と話をして、学校のカリキュラムにお金に関する教育を取り込もうと考えています。ブータンは若年人口が多いので、若い人が貯蓄の大切さを覚えれば、浪費傾向のあるブータン人も少しずつ変わっていくのでは、との狙いです。
    The next step is to talk to Ministry of Education to include financial literacy education. Because Bhutan has a lot of young population, education for youth would change the people's behaviors on consumption and inculcate saving culture.

    供給面だけではなく、顧客レベルでの取り組みも行っていることを、首相も高く評価して下さいました。
    The Honorable Prime Minister liked that I'm working on not only policy or supply side but also demand side.

    Financial Inclusion(金融包摂、つまり今金融機関から相手にされていない人々を取り込むこと)が、GNH(国民総幸福)にどう貢献するのかを説明したものです。
    GNHには9つの領域がありますが、Financial Inclusionは全ての領域に貢献する可能性を秘めている、重要な政策です。
    This page explains how Financial Inclusion could contribute to GNH.

    今日のミーティングはGNH委員会の長官も付き添ってくれたのですが、長官が「タカオには最近いいニュースがあったんです」と振ってくれたので(優しい!)、国際機関への就職内定の報告もしました。
    首相も喜んで祝福してくださり、「ぜひ国際機関にGNHの哲学を広めて行こう」と激励して下さいました。
    The meeting was accompanied by the Secretary of GNHC, and he kindly told the Prime Minister "Takao got a good news recently about his next job." How nice the Secretary is! I reported that I got a job offer from IFC (International Finance Corporation in the World Bank group).
    The Prime Minister gave me an encouraging comment, "Let's promote GNH concept in the World Bank Group!"

    短い時間でしたが、残りの任期での計画も含めて伝えたいことは伝えることができ、良いミーティングになりました。
    やるべきこと、やりたいことは山ほどあって忙しいですが、この貴重な機会を最大限生かしてブータンに貢献するために頑張ります!
    Though the meeting was short, I managed to express what I wanted to tell including my plan for the remaining months.
    There are many things I need to and want to do. I continue doing my best to contribute to Bhutan!!
